The United Arab Emirates (UAE), long recognized for its innovation and sustainable growth, has taken another step to strengthen its role in combating climate change. In May 2024, the government introduced the Blue Visa, a unique ten-year residency program for individuals dedicated to environmental protection, green technology development, and the promotion of sustainable lifestyles.

This initiative is part of the national “Net Zero 2050” strategy, aimed at achieving carbon neutrality. The Blue Visa is designed to attract top international experts, researchers, and entrepreneurs to advance ecological and innovative projects, thereby strengthening the UAE’s economic and social sustainability.

What the Blue Visa Entails

The Blue Visa is a long-term, 10-year residency program granted to outstanding professionals, scientists, and activists who have made significant contributions to environmental protection and sustainable technology. Unlike other residency programs, the Blue Visa is not investment-based; it focuses on real achievements in ecology, energy, and climate research.

Eligible candidates include internationally recognized experts in sustainable development, winners of prestigious awards, researchers in climatology and renewable energy, and activists whose work has a tangible impact on improving the environment.

Who Can Apply

Applications are officially accepted through the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) website. Main applicants include scientists, ecologists, energy and climate specialists, entrepreneurs, and investors developing sustainable solutions. Also eligible are leaders of environmental organizations, sponsors of conservation projects, holders of relevant master’s degrees, and recipients of international awards for contributions to sustainable development.

Application and Review Process

The Blue Visa application process is divided into two stages. First, the candidate undergoes a selection process that verifies their professional achievements and the significance of their contributions to the field of ecology. Applications are submitted through the ICP online portal, with a processing fee of AED 350. The process is fully digital, ensuring convenience and transparency. Once the nomination is approved, the candidate can proceed to the second stage—visa issuance—by completing an electronic form and providing personal information, passport, photographs, and supporting documents.

For applicants outside the UAE, there is an option to obtain a six-month multiple-entry visa to complete all procedures in the country. The cost of this visa is AED 1,250.
